2.                     Parties: City of Port St. Lucie, Kauffs Transportation Systems, Towmasters of Port St. Lucie, Inc., ABC Towing of Port St. Lucie, LLC.

3.                     Purpose: To provide citywide towing and wrecker services for the City pursuant to the Port St. Lucie Police Department Towing Policy.

4.                     New/Renewal/Modified: New.

5.                     Duration: Five years with no option to renew. Effective October 1, 2019 through September 30, 2024.

6.                     Benefits to Port St. Lucie: To have a pool of prequalified towing companies on a rotation list as needed twenty-four hours a day. 

7.                     Cost to Port St. Lucie (Annual and Potential):    None.   All fees are set by St. Lucie County in Ordinance No. 12-016 - Vehicle Towing Section 46-78 - Fees, and are paid by vehicle owner.

Staff Recommendation: Move that the Council award Contract #20190108 for Citywide Towing Services.   Approved vendors for city towing services will be Kauffs Transportation Systems, Towmasters of Port St. Lucie, Inc.,  and ABC Towing of Port St. Lucie, LLC.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20190108, with the direction to include Tow Boys, Inc. as an approved vendor for City towing services.

2.                     Move that the Council not approve Contract #20190108 and provide staff with direction.

 

Background: The City’s current rotation for citywide towing services required an update due to the revamping of the Police Department’s Towing Policy. Therefore, the City issued a Request For Proposals (RFP) to update the specifications and program guidelines for a new service contract to enhance the Police Department’s towing rotation. The RFP was issued on July 29, 2019 to 205 potential proposers and 9 supplemental proposers. There were 10 plan holders with 3 proposals being received on August 19, 2019. 

 

Issues/Analysis: The evaluation committee reviewed all proposals and ranked the firms based on the criteria set forth in the RFP and the submittals. Based on the consolidated scores, the evaluation committee recommended awarding to all qualified vendors.  Staff, along with the stakeholder department, concur that the contract should be executed with each vendor for these services as they each provide the best value to the City. 

 

Tow Boys, Inc. appeared before the City Council at public comment to express concern that their company was not familiar with the Demand Star purchasing system. Staff verified that someone from Tow Boys accessed the Demand Star towing announcement late in the process, but Tow Boys did not submit a proposal through Demand Star. Tow Boys Inc, would also provide value to the City as it is on the current Wrecker Rotation list, meets the qualifications, and is a current valued vendor.

                     

Financial Information: The fee structure is set by St. Lucie County in Ordinance No.12-016 - Vehicle Towing Section 46-78 - Fees.
