Background: This previously-funded contract was not able to be awarded prior to the Fiscal Year-end Procurement Policy cut-off date due to Hurricane Dorian preparation and activation.
To enable this highly active multipurpose field to be ready for seasonal play by the Recognized Users (Leagues), staff is requesting approval of this contract in advance of funding authorization. The Parks and Recreation Department will cover initial contract costs through existing appropriations to be reimbursed through the FY19-20 Budget Amendment #1.
Over the past several years, Jessica Clinton Park multipurpose field has needed field improvements and has experienced higher than normal field closures due to rainfall and the inability of the field to adequately drain. Field conditions have continued to decline, and the cancelation of games, practices, and reservations have proven to be problematic. The Parks & Recreation Department recently conducted geotechnical surveys to test the soil conditions and discovered those conditions are not favorable to growing sports turf that subsequently will adequately drain. With the assistance of PMD, American Consulting Engineering was contracted to inspect and design a new drainage system that would remove excess rain water by installing underground drainage and improve the overall soil conditions by replacing existing clay-based soil and with material that meets sports field design requirements. Once completed, improvements will provide consistent field conditions and increase playability during the rainy season.
An E-Bid was issued on July 24, 2019 to 1,052 potential suppliers. There were 41 plan holders with six bids being received on August 27, 2019.
Issues/Analysis: The Financial Management Department recommends the advance-funding of this project as outlined.
Financial Information: Funds for this project were appropriated in the adopted FY 2018-19 Budget (#305-7210-534000-00000). City Council re-authorization of this project through FY 2019-2020 Budget Amendment #1 is requested.
