Summary Brief (Agreements/Contracts only)
1. Prepared by: Karen Rodgers, CPCP.
2. Parties: City of Port St. Lucie and the State of Florida.
3. Purpose: To join in the State of Florida's cooperative agreement opportunity for participating in the Bank of America Procurement Card Program. This will provide the City a competitively bid program with a strong Procurement Card Rebate Program.
4. New/Renewal/Modified: New.
5. Duration: Initial period began January 5, 2016 and continues through January 4, 2021, with an optional five-year renewal to January 4, 2026.
6. Benefits to Port St. Lucie: The opportunity to continue with the current procurement card provider on a current contract.
7. Cost to Port St. Lucie (Annual and Potential): Bank of America will split the fees charged to the vendors with the City in the form of a rebate.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the cooperative agreement with State of Florida Contract #84121500-15-01 for the Purchasing Card Program.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the State of Florida Contract #84121500-15-01.
2. Move that the Council not approve participating in the State of Florida Contract #84121500-15-01 and provide staff with direction.

Background: The City previously participated in the Hillsborough County Consortium which ended on September 30, 2019. The State of Florida program will provide the City with an active program which has been competitively bid.
