Executive Summary (General Business): The Port St. Lucie Police Department is requesting permission from the City Council to accept the federally allocated funds from the FY 19-20 Edward Byrne Memorial Justice Assistance Grant (JAG) Program. Local solicitation in the amount of $17,214 for a project titled, “Enhancing Law Enforcement Capabilities.” These funds will be used to purchase ballistic shields for patrol.

Staff Recommendation: Move that the Council approve the acceptance of the JAG Program funds for the purchase of ballistic shields for patrol.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the acceptance of the JAG Program funds to purchase ballistic shields for patrol units.

2.                     Move that the Council not approve the use of the JAG Program funds to purchase the ballistic shields and provide staff direction.

 

Background: On September 18, 2019, the City of Port St. Lucie received notification from Katherine T. Sullivan, Principal Deputy Assistant Attorney General with the U.S. Department of Justice that the grant application submitted by the Port St. Lucie Police Department was approved in the amount of $17,214.

 

Issues/Analysis: The JAG Federal funds, totaling $16,698, will be used for the purchase of 32 ballistic shields. These rapid response active shooter ballistic shields will be used by Patrol to increase the level of safety for Police Officers and citizens when dealing with active threats involving firearms, mass violence, or civil unrest at schools in Port St. Lucie, barricaded subjects, hostage situations, and other unknown threats. The remaining $516 is the required three percent (3%) amount will be set aside to go towards the FBI’s special conditions, National Incident-Based Reporting Systems (NIBRS).

                     

Financial Information: The Police Department was awarded a JAG Grant, in the amount of $17,214, will cover the cost of ballistic shields that will be purchased with no matching fund requirements.
