2.                     Parties: City of Port St. Lucie, Holtz Consulting Engineers, Inc., CivilSurv Design Group, Inc., and Kimley-Horn and Associates, Inc.

3.                     Purpose: To procure engineering services for water and wastewater utilities projects.

4.                     New/Renewal/Modified: New.

5.                     Duration: Three years with two additional one-year options to renew, for a total of five years.

6.                     Benefits to Port St. Lucie: To obtain a list of qualified professional firms to perform engineering services for City utilities projects.

7.                     Cost to Port St. Lucie (Annual and Potential): The cost to the City will be determined per project at the negotiated rates contained in this Contract.

Staff Recommendation: Move that the Council award Contract #20180148 with Holtz Consulting Engineers, Inc., CivilSurv Design Group, Inc., and Kimley-Horn and Associates, Inc.

 

Alternate Recommendations:

1.                     Move that the Council reject Contract #20180148 and provide staff with direction.

 

Background: It is the intent of the City to procure the services of a minimum of three (3) professional engineering firms to provide services for water and wastewater utilities projects with construction costs under $2,000,000 and planning and study related activities under $200,000. These projects are adopted in the Utility Capital Improvement Plan (CIP), Utility Master Plan and/or any other utility related projects and any subsequent amendments.

 

Project(s) are anticipated for work of a specified nature as outlined in a task order to be developed between the Consultant and the City, and may include, but not necessarily limited to, projects in the City’s adopted Utility CIP, Utility Master Plan and/or any other utility related projects on an “as needed” basis.

 

Issues/Analysis: On May 28, 2019 City Council approved for staff to begin negotiations with CivilSurv Design Group, Inc.; Wade Trim, Inc.; Holtz Consulting Engineers, Inc. and Kimley-Horn and Associates, Inc. Staff has negotiated proposals for Holtz Consulting Engineers, Inc., CivilSurv Design Group, Inc., and Kimley-Horn and Associates, Inc. and has determined the rates are fair and reasonable. However, staff was not able to reach an equitable agreement with Wade Trim, Inc.

                     

Financial Information: Individual projects funds are available in the appropriate fiscal CIP Budget.
