Staff Recommendation: Request that the Council Discuss and provide Staff direction regarding conceptual improvements on Westmoreland Boulevard and Southbend Boulevard, including funding.

Background: Staff, the City Manager’s Office, and the City Council Office have received numerous complaints of speeding/aggressive driving and cut-through traffic on both Westmoreland Boulevard and Southbend Boulevard. Through meetings with both the Southbend HOA and Sandpiper HOA concerns have been expressed regarding the same issues. Internal meetings with Staff and City Council members have been held to develop a game plan to comprehensively address the issues while providing added value to the neighborhoods. Staff from Public Works and Neighborhood Services in collaboration with a consultant have developed conceptual traffic calming and beautification initiatives that may be implemented on the corridors.

Financial Information: Project is unbudgeted in FY19/20. Public Works may fund the physical improvements through the annual traffic calming budget. However, this project is currently 3rd priority for funding through the traffic calming program after Sultan Drive and Salvatierra Boulevard. Intersection artwork will be funded by the NICE program in phases.

Special Consideration: Project will commence as soon as funding is secured.

Location of Project: SE Westmoreland Boulevard and Southbend Boulevard
