Executive Summary (General Business): The purpose of the amendment to the City's Mobility Plan and Mobility Fee is to implement the terms of the interlocal agreement that the City and County entered into on April 19, 2022, and to provide several updates that have resulted in changes to the calculation of the Mobility Fee Schedule and changes to the Mobility Plan that include a new process for addressing existing Road Impact Fee credits and future Mobility Fee credits.

Staff Recommendation: Move that the Council approve the ordinance amending the City's Mobility Plan and Mobility Fee.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the ordinance amending the City's Mobility Plan and Mobility Fee.
2. Move that the Council not approve and provide staff direction.
Background:
In 2021, the City of Port St. Lucie adopted the Phase One (1) Mobility Plan & Mobility Fee. The Phase One (1) Mobility Plan identified the need for mobility and capacity improvements to be implemented by 2045 within and adjacent to the City. The Phase One (1) Mobility Plan served as the basis to adopt a Mobility Fee and ensured fees paid by new development in the City are expended in a timely manner on mobility improvements identified in the Mobility plan. The Phase One (1) Mobility Plan & Mobility Fee was adopted on October 5th, 2021. The Mobility Fee became effective January 5th, 2022.
