2. Parties: City of Port St. Lucie and Jacob Concannon (Lessee)
3. Purpose: To allow the City to enter into a cattle grazing lease with Jacob Concannon on a portion of the property known as the Glades Wastewater Treatment Facility (Glades WWTF).
4. New/Renewal/Modified: New, however, the City has leased this property to Jacob Concannon previously.
5. Duration: Five-year terms.
6. Benefits to Port St. Lucie: The Lease allows Lessee to graze cattle which effectively maintains approximately 400 acres of the unoccupied areas of the Glades WWTF.
7. Cost to Port St. Lucie (Annual and Potential): There is no cost to the City for this Lease.

Staff Recommendation: Move that the Council approve the Ordinance authorizing the City Manager or the Mayor of the City of Port St. Lucie to execute the Lease Agreement with Jacob Concannon.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Ordinance authorizing the City Manager or the Mayor of the City of Port St. Lucie to execute the Lease Agreement with Jacob Concannon.
2. Move that the Council not approve the Ordinance and provide staff with direction.

Background: The City and Lessee entered into a Cattle Grazing Lease Agreement via Ordinance 13-36 based on the same terms and premises herein. That Lease Agreement expired in 2023.
