Executive Summary (General Business): The City of Port St. Lucie is requesting a major site plan amendment approval to redevelop an existing City Hall Municipal Complex, to allow the construction of a new Police Training Facility next to the existing Police Station. The proposed Policy Training Facility was previously approved for the construction of the two (2) story training facility with sloped roof elements and is now amending the proposal to provide the facility with three (3) stories, a flat roof design and extended parapet to screen the rooftop mechanical equipment. The new design proposal is partially due to cost, but it also reflects that the city hall campus already has a mix of architectural styles, so the policy training facility will be in keep with the overall campus aesthetics. Staff is working on a parking and traffic management plan for the city hall campus, and, plans for a parking structure on city hall campus is in the initial stages at this time. The proposed site plan amendment will not impact the surrounding areas in a negative manner.

Staff Recommendation: Move that the Council approve the major site plan amendment.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the major site plan amendment with conditions.
2. Move that the Council deny the major site plan amendment and provide staff direction.

Background: The Site Plan Review Committee recommended approval of the major site plan amendment at the April 10, 2024, meeting.
