6. Benefits to Port St. Lucie: Improvements will increase the usage of the multipurpose sports field at Jessica Clinton Park by improving the drainage system and soil profile.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $560,546.

1. Move that the Council amend the recommendation and award Contract #20190114 and direct funding be appropriated through FY19-20 Budget Amendment #1.
2. Move that the Council not approve Contract #20190114 and provide staff with direction.

Background: This previously-funded contract was not able to be awarded prior to the Fiscal Year-end Procurement Policy cut-off date due to Hurricane Dorian preparation and activation.
